In our wet Virginia climate, white line infections are pretty common. Most are pretty minor and present as a small crack, usually close to the center of the toe on the dorsal wall and run proximal from the ground surface about an inch or so. I've heard a lot of reasons for these cracks and a lot of solutions as well but the culprit is almost always a white line infection where the crack is a result, not a cause. There may be an underlying issue that makes that hoof more susceptible to an infection but this video deals with an approach to the infection itself which, in my opinion, is paramount in moving towards a healthy hoof capsule. Following a successful resolution of the infection, a shoeing protocol can be developed to approach any underlying pathology. This is the only thing that I have had a 100% success rate with in my years as a farrier. It has worked with every horse, every time. I hope it helps you!
